MCA clarifies approach to new IMO violence and harassment training rules

The Maritime and Coastguard Agency (MCA) has clarified how new international requirements on preventing violence and harassment at sea will be implemented in the UK, following the adoption of IMO Resolution MSC.560(108). 

The resolution strengthens training standards by introducing mandatory content on preventing and responding to violence and harassment – including bullying, sexual harassment and sexual assault – within the Personal Safety and Social Responsibilities (PSSR) element of STCW training. 

The resolution amends STCW Code Table A-VI/1-4 to include learning outcomes focused on creating safer and more respectful working environments onboard. In the UK, these amendments automatically apply through the Merchant Shipping (Standards of Training, Certification and Watchkeeping) Regulations 2022. 

Training providers have already been instructed to incorporate the new requirements into PSSR courses delivered from 1 January 2026. However, uncertainty within the industry has prompted questions about whether existing seafarers need to undertake further training. 

The MCA has confirmed that seafarers who completed PSSR training before 1 January 2026 will not be required to retake the course. Existing PSSR certificates issued by MCA-approved providers will remain valid indefinitely, with no requirement for reissue. UK-issued Certificates of Competency and Certificates of Proficiency will also continue to act as proof of PSSR training, in line with current guidance. 

Although retraining is not mandatory, the MCA is encouraging companies to provide training and guidance aligned with the new IMO requirements.  

The Merchant Navy Training Board PSSR course criteria are currently under review and will be updated following industry consultation. Further guidance is expected after the IMO Human Element, Training and Watchkeeping Sub-Committee meeting in February.
